L. James Juliano
Biography
Jim Juliano was elected in 2013 to his first term in City Council, although he has been no stranger to Pepper Pike or municipal law and operations. A resident of Belgrave Road since 1993, Jim joined the Pepper Pike Civil Service Commission in 2004.
As a resident and elected official, Jim shares the expectations of his neighbors that city government should maintain-and strive to improve-important city services, while remaining fiscally responsible. Jim seeks to meet Pepper Pike’s short- and long-term needs despite the many challenges of an unstable economic environment.
Professional Background
As an attorney, Jim has had 35 years’ experience in municipal and other public law, including as assistant law director for the city of Cleveland Heights since 1997; prosecutor for the city of Highland Heights from 1994 to 1996; law director and prosecutor for the village of Northfield from 1988 to 1990; and law director for the city of Shaker Heights in 1992 and assistant law director from1985 to 1992 and 1993 to 1994.
Jim has also served as an acting judge, certified by the Ohio Supreme Court and is currently an adjunct professor of law at Case Western Reserve University, where he earned his bachelor’s and law degrees. He is a partner in the law firm of Nicola, Gudbranson and Cooper LLC and a member of the firm’s management committee. He is a member of the American, Federal, Ohio State, New York State and Cleveland Metropolitan bar associations as well as the Sports Lawyers Association.

Jim has written articles and spoken around the country on ballpark liability and other sports law topics. His sports law experience includes:
- Advising in connection with ballpark construction
- Establishing operating and ownership entities for minor league baseball teams
- Naming rights and sponsorship agreements
- Negotiating ballpark leases
- Negotiating purchases and sales of minor league baseball teams

Family
Jim’s wife, Terry, is a Realtor with Re/Max Traditions in Woodmere. Their children graduated from Orange High School:
- Thomas, Class of 2000
- Laura, Class of 2002.
